2003年4月3日，平江县码民从虹桥镇信用社取走资金320多万元，第二天，这笔钱全部流向广东，制造了该镇有史以来首次金融危机。在县级市汨罗，凡买码日通过当地邮局汇往广东、香港的资金日均约500万元。资金被疯狂地“抽空”。这个阶段，主要是广东、深圳等地的幕后庄家大量获利，直到今天，岳阳市的码民依然称他们为“红庄”，以此区别本地腰包欠丰、“小打小闹”的黑庄。事实上，这些所谓的“红庄”，有不少都是坐阵沿海的本地人。地下六合彩近两年的疯狂积累，已经养肥了一批这样的“抽血机器”。过去8个月中，湖南省警方多次南下广东，抓捕幕后庄家。
2003年5月，岳阳市打击地下“六合彩”联合办公室正式挂牌，并向市民公布了举报电话，奖励额度高达5000元到1万元。接下来，下发文件，召开会议，各部门联合行动。一时间，城市置身于“全民打码”的气氛中。
